The expression was first used in the US, where small American towns were called ‘whistle-stops’ because trains only stopped at them if a whistle signal was given. President Truman was well known for his whistle-stop campaigns, during which he made speeches in many small towns from the platform on the end of a train.

This is the process of a politician taking back what they said at one point so that they can try and say they never meant it to say it the way it sounded. The end goal of walking something back is to come to a pivot point so you can hold the opposite view as well.
